Is kissing or hugging a minor in a platonic way a crime?

They mean that if touching and kissing is done in a manner to ually arouse, then it is ual in nature, and is illegal. If it the type of touching and kissing you would give your grandmother, it is fine (uming you are not some strange pervert).
