What's Worse: Nonexistant Moderators or Knee-Jerk Automatic Censorship Regardless of the Case?

In general conversation, I'd rather have nonexistent moderators - you might learn something interesting. In sensitive issues, I'd rather have knee-jerk censorship because of the potential for really bad damage.
